It is in no national jurisdiction and while nations like the United States try to implement laws regarding the net, its international nature makes it practically impossible to regulate. Of course, there is legislation in the works in many countries, and some already passed, regarding the Internet. There is convention and legislation in respect to using the net as it concerns a variety of areas, such as the library and library filters. Another area of concern, in addition to access and pornography on the Internet, has to do with Internet crime. This is something that is quite significant and enters areas of ethics and also poses questions in respect to how the law can handle Internet crime, particularly due to its international nature. Rataj (2001) reports that "recent estimates put worldwide Internet crime related losses at $Iar trillion dollars annually" (p.43). A student writing on this subject should understand that Internet crime may be construed as a variety of things from hacking to identity theft. Hacking is something often viewed as mischief committed by bright college students who want a few laughs, but that is not always the case. Some hackers do want to show their computer skills and do not want to create problems, while others are out to do damage (Adams, 2000). There is in fact a debate on the ethics of hacking as there are those who claim to want to expose vulnerabilities to help out firms, but what they are doing is unethical. Although many young people are interested in hacking, it is a criminal offense. Further, there are alternative measures and legal ways that individuals can demonstrate computer skills while helping companies at the same time.
