"human element". For this reason, human resource managers are often critical in developing effective organizational responses to human issues within the organization. This paper will explore the role of the
human resources (HR) manager in strategic decision making. This paragraph helps the student introduce the hypothetical scenario upon which the paper is based. In order to better understand this concept,
consider the following hypothetical scenario. The CEO of a company is planning on adopting a policy of mandatory drug testing for all new and existing employees. However, the employee union
has indicated in pre-negotiation stages that they are "adamant" about opposing such a measure, regardless of what the consequences for "failing" a test are. It is being framed as a
privacy rights issue. However, the CEO feels that such measures are necessary because the company has experienced many serious accidents lately that are possibly attributable to the use of intoxicating
drugs. Workers compensation settlements are beginning to drain company assets. The most appropriate first response to this scenario or one like it is to be certain that there are
no precedents in the organizations history that could serve as a guide for the appropriate resolution to the conflict. Basing a decision upon precedence tends to imbue it with greater
justification and objectivity. However, precedent can also be a liability. In this case, because past employees who filed workers compensations were not subjected to drug testing, current employees might realistically
