Downs (1966) appears to want to be cynical about bureaus and their functions - insisting that they are formed and perpetuated by zealots - but also recognizes that bureaus do fill a role. Downs (1966) observes that new bureaus have rapid growth in the beginning and rarely die unless their end is part of their design. Life Cycle Genesis Downs (1966) identifies four means by which bureaus typically come into existence. One is that a bureau forms around what Downs (1966) describes as a charismatic leader as followers seek to preserve and further the leaders ideas. Bureaus also may arise from "nothing" for the purpose of filling a specific need or providing a specific function. A third means of bureau formation is that one splits off of another, "as the Air Force did from the Army after World War II" (Downs, 1966; p. 258). The fourth means of bureau formation is that those promoting a particular policy band together to formalize and establish a nonmarket organization that will promote the policy. Early Growth The early stages of a new bureaucracy are highlighted by rapid growth and a struggle for autonomy. The new bureau must demonstrate its usefulness so that those who approve the budget for its continuation will continue to approve those budgets. In government, the new bureau "must impress those politicians who control the budget that its functions generate political support or meet vital social needs" (Downs, 1966; p. 259).
