the scratches and bruises for too long. Sometimes they have a good point. Social service agencies are supposed to protect the children but all too often they find that their
case workers are overbooked and under managed. Sometimes it is a matter of poor management but other times it is a lack of money. Usually, it is both. How can
an administrator manage the tremendous caseloads which are given to child protective investigators? In looking at Florida specifically, perhaps in Tallahassee or Orlando, there are many things that can be
done. But while these regions can implement changes, it should be noted that such changes may occur anywhere. It sometimes helps to look at other more successful jurisdictions anyway.
But one thing does seem clear. That is, the Florida regions experiencing problems are by no means alone. For example, in a humorous snippet, the "Caseload Overload Award" went
to Suffolk County, New York where its Budget Office allowed the Department of Social Services to fill only 22 of 59 staff positions to handle the 6,300 ("Caseload," 1996,
p. 1) child abuse complaints. Child abuse is a significant problem in America today. In 1996 alone, there were 969,000 (Hewitt & Brennan, 1997, p. 48) confirmed cases
