Generally, there are two prominent political theories that many use to evaluate military actions and events in general, and they are liberal international relations theory and political realism. According to a student, the National Security strategy suggests democratization as well as nation-building should be foreign policy goals. Many commentators have argued that such goals justify the war in Iraq. After all, the United States has an almost perfect model where democracy exists and people are free and they are able to flourish due to the system of capitalism. Hence, the people want to share this system. Of course, there is the other side of the story and it helps to explore international relations theories to evaluate a variety of factors. Liberal IR (International Relations) theory elaborates on the insight of state-society relations or the relationship of states to the domestic and transnational social context to which they are entrenched (Moravcsik, 1997). It elaborates on the impact of state behavior on world politics and usually includes ideas, interests and institutions that form the society (1997). The author goes on to clarify that what is discussed when talking about Liberal IR theory is the "fundamental social purposes underlying the strategic calculations of governments" (1997, p 514). Indeed, a student writing on this subject may want to note that what government does is to act, often for reasons which are not clear on the surface. There may be motives that are peculiar to certain administrations or perhaps a common thread will run through a variety of administrations. As far as liberals are concerned, the configuration of state preferences matters primarily as it concerns world politics and not, as realists say, the configuration of capabilities (Moravcsik, 1997).
