Largely, education is still government implemented and controlled but there is a trend away from public schools and a movement toward privatization. Similar arguments have been made for our nation?s highways. Highways are generally not thought much about as people merely use them to get to and from their destinations. Highways don?t spout philosophies as do school systems. Roads merely blend with their surroundings, and although people complain about the road conditions, and how long it takes to get to work, the commute is often forgotten after the first swig of coffee is gulped in their offices. Transportation is perhaps one of the most neglected societal causes as people would rather just put it in the background. What they don?t realize is that their tax dollars are going for that shoddy road work which they just cursed under their breaths twenty minutes earlier. Yet, their pay check stubs reflect a deficit for local taxes and the mortgage checks they write include local taxes as well. Thus, indirectly, every one pays for the roads. There has also always been a thin line between private and public property as it concerns where ones driveways ends and state property begins. The distinction between what people own individually and what they own collectively often leads to the knee-jerk assumption that the roads and other public goods are collective property and thus, the responsibility of government (Giglio 304). While currently people see highways as public domain, this wasn?t always the case. During the nineteenth century, private ownership of roads was common practice (304). In 1916, the Federal Aid Road Act was implemented which pushed the pendulum the other way and the government began to build, own, operate and maintain rapidly growing highways across the nation (304).
