NON-TARIFF BARRIERS Inasmuch as Ireland is an early member of the EU, it abides by various tariff and non-tariff barriers as they apply to EU policies (Anonymous ireland.html). The General Agreement on Tariffs and Trade (GATT) Uruguay round of the World Trade Organization (WTO) implemented a fundamental change from non-tariff to tariff-only protection for agriculture.
