These same principles have translated into an assessment of the impacts of workplace stress in the military, and claims have been made that the US Armys Promotion System actually increases workplace stress. Maintaining a consistent workforce is not only necessary for operational success, but also for maintaining a viable workplace environment, and this is true in the military workforce as well as the private sector. This study, then, is designed to consider the nature of stress in the workplace setting, the impacts of stress on retention rates and the role that promotion programs, like the US Armys Promotion System, play in the development of workplace stress. INTRODUCTION Introduction of the Problem Workplace stress is a problem that occurs in different industries, different service sectors and within different occupational hierarchies. Though workplace stress can be attributed to a number of different internal and external factors, there is an emerging view of the impact of workplace promotion systems and workplace assessments in creating a stressful or negative workplace environment. In fact, theorists like W. Edwards Deming have argued that achievement-based workforce assessments, including promotion systems, can create negative environments because of an increase in workplace stress. The focus on promotion rather than productivity is the primary factor that shapes this negative environment.
