                                                    The early framers of our government designed a federation system where neither national nor state governments would get their power from each other but from  
                                                
                                                    a constitution which applied to both.  A primary feature of the governmental design was a three-branched federal government.  These branches are the legislative branch, the executive branch, and  
                                                
                                                    the judicial branch.  Our government was established to watch out for the interests of those it governed.  It does so through the enactment and administration of law.  
                                                
                                                    This is effected by a governmental body that was designed expressly for that purpose.          The legislative branch of our government is  
                                                
                                                    an excellent example of shared power in the political system (Shafritz and Russell, 2005).  That branch is charged with the passage of laws.  It in itself, however, is
