Equity in the testing and assessment in physical education, then, has to reflect a view of the educator and student as partners in the educational process, both of whom can learn from the use of assessments. I believe that Veal (1992 (a) and (b) is correct in the belief that assessment tools must be used to improve the educational process for physical education students. Assessments not only direct students towards performance goals, but should also be used to support goal setting and improve educator focus as well. This point of view is of greater value than the views of the past, which focused on skill attainment rather than effort and participation. Veal (1992(2) argues that student assessment can play a significant role in the development of physical education planning and in providing adequately for the needs of learners. While assessment tools in physical education can be viewed by some as unnecessary, Veal argues that assessments provide students with performance updates and help students determine specific individual goals. In fact, Veal argues that student assessments in P.E. are important in creating continuity in education and in providing measurable directives for change. As a result, Veal argues that teachers should not only use assessments as a means of grading students, but also in redirecting their actions in order to further learning. As a result of this focus, Veal (1992(a) suggests that programs that train teachers should recognize the value of student assessments in physical education and should support a dual-purpose view of assessments.
