introduction and discussion of the problems and issues surrounding poverty in the United States. She states that popular belief is that efforts to reduce poverty routinely take the position of
moving individuals into the workforce. This approach now includes women on welfare and the "new legislations basic thrust is in putting welfare mothers to work" (Harris, 1993, p. 319). She
also states that a national consensus is that lack of work effort is the underlying cause of their dependency on welfare. She concludes by saying that the reasons for not
working remain the most controversial. Using data from the Panel Study of Income Dynamics (PSID), the purpose of her research (as she states in her article) is: "my analysis
focuses on the relationship between labor market experience and welfare dependency among single mothers by examining the process of leaving welfare through work. The central research questions are whether welfare
mothers exhibit any considerable labor market activity, and, if they do, whether work helps them gain independence" (Harris, 1993, p 32). One of the main problems with her
methodology is that she says she does not focus on duration of receipt but on the extent to which welfare mothers participate in the labor market. However, if her main
purpose is to examine how, and when, these women ended their receipt of welfare, a key factor would be to know how long they have been on welfare, and how
long it took them to work their way off of it. As outlined in the section entitled, "Analysis and Results," Harris results point to what she calls "substantial labor market
activity among single mothers" (Harris, 1993, pg 344). In her discussion, she never really indicates what substantial labor market activity is, and this was one of her main research questions.
