is a puzzling, even frightening, place. Trying to make sense of it all, and to formulate coherent and responsible policies to deal with the problem, is a monumental task; it
involves a great many people and agencies. The question that needs to be answered is how to find the line between adequate national security and overbearing, unnecessary militaristic stricture. An
examination of the mechanisms of government may help. First, what elements of government oversee U.S. national security interests? The entity that is probably the most important here is the
National Security Council, which is the "Presidents principal forum for considering national security and foreign policy matters with his senior national security advisors and cabinet officials" (National Security Council). The
Council, which was begun in the Truman Administration, is charged with advising and assisting the President "on national security and foreign policies" (National Security Council). In addition, the NSC is
the Presidents "principal arm for coordinating these policies among various government agencies" (National Security Council). A somewhat more comprehensive list of agencies that oversee security includes the National Command Authorities
(NCA), comprising most of the civilian agencies; and the military establishment (Overview of national security structure). The "ultimate authority and responsibility" for the nations security rest with the President; the
Secretary of Defense is his "principal assistant in all matters relating to the National Military Establishment (NME)," now known as the Department of Defense (Overview of national security structure). The
