a breakneck speed, China is embarking on the biggest public works program ever seen. The Three Gorges Dam is the most ambitious construction project since China built the Great Wall (Tomlinson). In November of 1997, it was estimated that the project would cost $25.5 billion (Tomlinson). It is not surprising that a host of the worlds largest companies are eager to grab a piece of the action. Unfortunately, most U. S. contractors are already out of the running. The Chinese market is one of the worlds toughest. It is made that much more so for American companies because the government in the United States doesnt always separate political from commercial considerations. Concern in Washington over human rights in China and the environmental impact of the dam is creating huge obstacles for United States business (Tomlinson). One problem for U. S. companies is that the dam also happens to be the most controversial infrastructure project in the world. It is due for completion in 2009 and will span 1.44 miles, stand nearly 600 feet high, and have 26 super-sized turbines and generators. The dam will create a reservoir with the surface area of Singapore. Approximately 1.3 million people will have been forcibly removed from their ancestral homes by the end of the construction. The waters will flood not only villages, but also entire cities of tens of thousands of people. A countless number of cultural relics will be submerged in the floodwaters.
