Others say that the U.N. is really ineffective and that it has a liberal bias anyway. The WTO is another organization that is supposed to help international relations, but some have called the WTO a rich nations club. And indeed, it is hard to discount that observation. After all, this organization that controls trade throughout the world is actually run by the wealthiest nations on Earth. It is not as if the poorer countries are in control. Of course, this is not a new story. And the situation has not come about strictly due to globalization, although globalization has exacerbated the problem. Many organizations are deemed ineffective in attempting to reconcile the world to one state of mind. Of course, there are two sides to the story and two ways or more, of viewing these controversial organizations. Utilizing international relations theory may help one to comprehend the different points of view. On one hand is the idea that these organizations are vital and have a positive effect on the world. They make a difference and help to unite countries. On the other side of the argument is the idea that these organizations are weak and ineffective and merely exacerbate existent problems and create new ones. There are examples which support either side. For instance, Ottaway says that while nation building is difficult, it does not have to become a quagmire if the effort has clear goals and sufficient resources (16).
