Eighth grade regular education teachers are to be trained in special education in preparation for including special education students in the regular education classroom. This is the concept of the least restrictive environment, required of public education systems in providing special education instruction. The training will be accomplished using the Dick, Carey and Carey (2004) model, which includes learner analysis as its second step in an eight-step process. The purpose here is to conduct the learner analysis aspect of instructional planning. The Systematic Approach The Dick, Carey and Carey (2004) model for the systems approach to instructional design consists of nine individual steps, though the second and third occur concurrently and so can be counted as a single two-part step. The resulting eight steps are: 1. Assess needs to identify goals 2. Conduct instructional analysis 2a. Analyze learners and contexts 3. Write performance objectives 4. Develop assessment instruments (and revise instruction if necessary) 5. Develop instructional strategy 6. Develop and select instructional materials 7. Design and conduct formative evaluation of instruction 8. Design and conduct summative evaluation (Dick, Carey and Carey, 2004).
