In response, many states such as California have legalized the use of marijuana for medicinal purposes. Some people suggest that full decriminalization should occur as well, citing the point that the war on drugs has been incredibly costly to the United States government, and has not succeeded in either reducing drug usage or lowering crime rates. Whatever ones stance, there are a number of sound arguments to call for the decriminalization of marijuana. The first argument often used against the decriminalization of marijuana in its plant form is that some governments around the world have made available a pill that contains tetrahydrocannabinol, the same active ingredient as marijuana, that purports to have similar medicinal effects such as stimulating appetite and repressing nausea (Brookhiser 1996, p. 27). However, these pills are prohibitively costly. Often, patients who turn to alternative methods of treatment such as marijuana do so because cost is a major issue, and they could not justify the expense associated with the pill form of marijuana (Brookhiser 1996, p. 27). Additionally, in countries such as the United States, where expensive health insurance is necessary to acquire any prescriptions at all, this creates yet another barrier between the patient and needed treatment, and makes the pill even harder to come by. Many patients who take the pill form of marijuana also report that it is ultimately less effective than smoking the drug.
