Fountain Crest is an apartment complex within walking distance of the main campus of the University of Tennessee (UT) in Knoxville. The complex consists of several buildings in a
densely-populated area. The buildings were constructed between 1968 and 1976 and were converted to condominium ownership in 1996. Built in phases and as land could be secured, there
are three buildings occupying (with their parking lots) 2.5 small city blocks. The general property is bounded by Grand Avenue on the north, James Agee Drive on the east,
17th Street on the west and Highland Avenue on the south, the side closest to campus. Area Characteristics The University of Tennessee is
a land grant university that was founded in 1794. The campus is bounded on the south by the Tennessee River; all residential property that grew around the campus is
to the north. Fountain Crest is three small city blocks from the campus. There have been no wholesale changes in the original
layout of the roads and residential areas that grew up close to campus, thus streets are narrow, lots are small and the area of a city block is small as
well. Parking is at a premium as is the case on the fringes of most large universities, and there is a great deal of foot traffic at all hours
of the day and night. The postal zip code in which the property is located is 37916; demographic data confirms that most residents
