Discussion When the Cold War ended, many Americans were confident that threats to the U.S. originating overseas had been reduced significantly, and during the 1990s, "politically motivated changes produced an austere fiscal environment that limited the Armys ability to carry out the policies and commitments mandated by the National Military Strategy" (Myers, 2004). When military commitments around the world increased, the reduced force was unable to meet them and "Army supply logistics became inadequate" (Myers, 2004). Underfunded budgets meant that routine maintenance was delayed or abandoned, and routine repairs were restricted (Myers, 2004). It seemed logical to look at contractors for some of the answers to the problem. While there are a lot of things going wrong with the military today, it should be pointed out that the use of contractors to repair equipment, build equipment, or undertake other tasks is not new. Furthermore, the government has specific regulations on what contractors must do; in particular, the "Federal Acquisition System" is instructed to satisfy the customer "in terms of cost, quality and timeliness" by, among other things, "Using contractors who have a track record of successful past performance or who demonstrate a current superior ability to perform" (Federal acquisition regulation, 1997). This indicates that the contractors who work for the government are fully able to perform the tasks for which they are engaged. Obviously there will be mistakes, but this is a government regulation, mandating that contractors will be competent. Using civilian contractors to help further the military mission is not new; such arrangements have been part of the history of the nation since its founding (Urey, 2005).
