At the forefront of this topic are senior citizens. As the population grows older (and lives for a longer span of time) more health care is required to keep it healthy and functioning. The simple answer to doing so involves advanced prescription medication. The difficulty is, however, that many senior citizens cannot afford to pay for such medication. Those who are covered by Medicare simply dont have access to a prescription benefit. Those who are fortunate enough to be covered (as retirees) by former employers are finding that their benefits are being cut back as well. The overall solution to this problem is a universal prescription coverage plan for the U.S. elderly population. However, in initiating such a plan, a variety of factors need to be considered; such as the importance of the issue; if there are enough forces that would drive this issue toward completion and whether such an issue could pass government muster. This paper will attempt to analyze these factors. Issue at Hand The issue at hand is, stated simply, the fact that the elderly population of the United States can no longer afford the prices being charged for prescriptions they need. While everyone hurts with high prescription costs, senior citizens tend to rely more on prescription drugs for their overall quality of life than do younger adults. In addition, many senior citizens are retired or no longer working. While they do have Medicare to assist in their medical costs, Medicare doesnt cover much in the way of prescription drugs.
