Americas history encompasses the lives of thousands of individuals who lived on the edge in terms of whether their actions were good or bad. Oleg Penkovsky was one of these individuals. A Russian citizen Penkovsky would provide valuable information to the U.S. government during the Cold War years. Despite the controversy associated with his name, Penkovsky Penkovskys life and responsibilities were in fact typical of U.S. Cold War Human Intelligence operations against the Soviet Union. In his letter to the President of the United States and the Queen of England he writes: "I ask you to consider me as your soldier. Henceforth the ranks of your Armed Forces are increased by one man. You can have no doubts about my devotion, steadfastness, selflessness and resolution in the battle for your Cause (which is also mine)". Penkovsky could be contended to be the most important agents the CIA ever placed in Moscow (Fenyvesi, 1999). Shannon (1994) writes that he was a particularly important source during the Cuban missile crisis. Ultimately, however, Penkovsky became more identified with his personality quirks than with the value of his information. Despite his assurances as to his allegiances, Penkovsky could have been a quite dangerous component of the intelligence operation during the Cold War.
