this improvement in Medicare was to help provide seniors and individuals with disabilities with a prescription drug benefit, as well as more choices under Medicare (Medicare Modernization, 2010). The fact that Bush backed this bill was somewhat remarkable, especially given that the Republican Party for years had been opposed to Medicare to begin with (Bartlett, 2009). Bush did this because he realized that there was "broad support among the elderly" for a Medicare program that would pay for prescription benefits, as well as hospitalization and doctors visits (Bartlett, 2009). The other reason why this was such a landmark bill was that the Medicare program originally didnt provide general prescription drug coverage (Duggan et al, 2008). This meant more than 30% of the 44 million elderly and disabled beneficiaries of the program didnt have coverage for prescribed medications (Duggan et al, 2008). The plan, known as "Medicare Part D," took effect in 2006. This was a voluntary plan to avoid political backlash against a "must have" plan and to help beneficiaries retain their existing drug coverage from any existing employer-sponsored retiree health plans (Neuman and Cubanski, 2009). Impact on Healthcare Economists point out that Medicare Part D has the ability to impact millions of individuals who are currently enrolled in Medicare and who were unable to get their prescriptions covered (Duggan et al, 2008). By June 2006, after the first enrollment period ended, approximately 90% of all Medicare beneficiaries had prescription drug coverage; which was up from 66% in 2004 (Neuman and Cubanski, 2009).
