International and transboundary waters pose a number of problems from a fisheries management perspective. Numerous organizations have been involved in formulating management plans to prevent water quality deterioration,
overharvest, and the illegal piracy of fish. The Food and Agriculture Organization of the UN (FAO) has been particularly active in these issues. The FAOs mission statement clarifies
that they act as a "neutral forum where all nations meet as equals to negotiate agreements and debate policy". The FAO is the principle organization monitoring the worlds fisheries
(The Economist, 1998). They report that of the two hundred categories of fish which the most sought after, thirty five per cent are presently in decline and twenty five
per cent have reached a peak whereas a few decades ago almost all of them were under utilized (The Economist, 1998). In 1992 the FAO listed several stocks of
fish as having been overexploited for thirty years. The worlds fishing fleet essentially doubled between 1970 and 1990 (Zimmerman, 1996). Since that time those stocks have continued to
decline such that their catch has dropped by four million tons showing that a crashed fishery is seldom given the chance to rebuild to historical population levels (The Economist, 1998).
Our oceans are fascinating testaments to the complexity and interrelationships of living organisms. They are comprised of a number of interrelated components,
each with its own ecological value. Most known for their fisheries the ocean offers a variety of different habitats and species to occupy those habitats. The FAO is
a facilitator of appropriate resource management to protect our oceans in that it collects and provides information and knowledge in management efforts such as those concerning international fisheries. This
