leadership of every city wants to enhance economic growth in the local area without placing greater environmental stress on the area or introducing activities that can detract from the atmosphere of the city. For many cities, increasing tourism appears to be the solution. It makes perfect sense to attract individuals to the city; increase economic activity in the local area as a result of their presence; and then wish them farewell without the need to expand city services and educational systems to accommodate those individuals. Promoting Business Travel This is precisely what Philadelphia seeks to do with its "Philadelphia Means Business" campaign. Attracting business travelers, conventions, trade shows and other business-related activities can enhance the local economy without carrying greatly negative environmental consequences or requiring the city to expand costly services and infrastructure. The business traveler is more likely to return to the city than is the vacationer, simply because the business s/he needs to attend to is located in Philadelphia. It seems the vacationer choosing Philadelphia would be more likely to choose another city to visit on a subsequent vacation. The effect on the local economy can be quite gratifying, as other cities have learned over the years. Manufacturing is declining in the United States as a percentage of gross domestic product (GDP), which is a normal pattern for mature economies. As mature economies shift away from manufacturing, they gravitate toward service industries. This has been the case in the US for some time.
