the Fourteenth Amendment. The City of Chicago understands the issues, but the facts are clear that gun control has saved Chicago millions of dollars in revenues by keeping crime rates
low. The handgun control laws have also saved lives. This is the philosophy of the City of Chicago, that the lives of
its citizens be protected, that policing be done by the people best trained to do it, and that passing handgun control legislation is one of the most economical and efficient
ways of managing the issue of crime in their city. Background What is more
important to Chicago neighborhoods and law enforcement personnel is the saving of lives, promoting a outlook of safety in the minds of the public, and creating a better quality of
life in all city neighborhoods. This is not just a publicity issue, but a fact of the Chicago landscape. The handgun laws seek to create an environment where families feel
secure, and this philosophy has paid off for the City. Crime rates per capita were down and it can be argued that lives were saved by restricting access to handguns.
