In this paper we will focus on the role of nuclear weapons, however, WMD may also encompass chemical and biological weapons within the same definition (Panofsky, 1998). The situation between India and Pakistan has been one that has almost been forgotten despite much publicity in 1998 when India started to undertake tests of nuclear weapons. This is an area where there have been increasing WMD capability and this has been accompanied by increasing instability and tensions The problem comes in identifying which came first, the tension leading the desire to develop nuclear weapons, or the nuclear weapons development leading to the tension in the area. If any discussion is going to focus on this area then there has to be a consideration of the historical development of relations between the two neighbouring states. This gives an indication of the way in which the political relationship has develop and may indicate the level of tensions., In looking at some aspects of this the tension levels can be assessed and then the development f WMD may be considered in order to ascertain if they are a result or a cause of international tensions.
