step into family situations. Discussion In the U.S. today, as in most developed countries, there are a number of social problems that are not being successfully resolved, including a high
divorce rate, a high rate of teen pregnancy, battering and other interfamily violence. At times its tempting to let it go, arguing that what happens within a home should stay
there and husbands and wives should be left alone to slug it out, if it comes to that. However, as President Jimmy Carter observed, "government steps in by necessity when
families have failed" (Peachey). The question then becomes, what constitutes the failure President Carter is discussing? We can approach the answer to that by considering todays society as distinguished from
that of the past. "The modern state is distinguished from its predecessors by the fact that individual citizens rather than families constitute its building blocks" (Peachey). When the state intervenes
in families it does so "on behalf of individuals in the family and not on behalf of the family per se" (Peachey). The effect of this policy is curious and
yet typically American: it reduces families "to mere aggregations of individuals [but] it also enhances personal autonomy, a value long prized in Western society" (Peachey). The shift within marriage then
is from the mother-child "blood tie" to the husband wife "conjugal tie" (Peachey). "Marriage partners become personal rather than familial choices. Personal fulfillment, hence the nurture of persons, assumes increasing
importance in family life (Peachey). That is, it becomes of prime importance to each family member to be personally fulfilled as an individual; the family as a unit becomes secondary
