While programs like these are generally state mandated, implementation varies by state law. There are also controversies surrounding anything that utilizes education monies for something that some people believe should not even exist. Some people feel that English should be the one and only language and that if people come to the United States, they simply need to learn it. They do not understanding the plight of the multi-lingual child who, at home, speaks in one tongue and then is confronted with a brand new language at school. The idea of ESL programs is to allow children to learn at a normal pace while, at the same time, learning English. If they are not allowed to do this, they will not be able to work up to grade level due to the language barrier. Although some protest these programs, by and large, such programs have a great amount of support. Bilingual education has grown a great deal from its inception (Chavez, 2001). Today, about 2.4 million (2001, p.PG) children are eligible for either bilingual or ESL classes. New York City, for example, spends about $400 million (2001, p.PG) per year on its 147,500 (2001, p.PG) bilingual pupils. And while New York City is a melting pot, that does not mean that English is not a concern throughout the rest of the nation. In fact, every state has its own policy on the topic.
