Longtime leader of the Palestinian "movement," Yasir Arafat has spent, literally, decades in his efforts to gain support in Washington, D.C. for the Palestinians and their claim to a homeland. Those efforts were primarily devoted to politics and the peace process. They have now expanded to specific economic considerations as well as the attendant foreign policy outcomes. Numerous organizations, including the U.S. Senate, as well as individuals have a difficult time understanding the foreign policy and economic issues now coming forth in reference to the PLO since the organization was so recently thought of as a terrorist group (Palmer 2669). Economics, Foreign Policy, and the Palestinians When the Palestine Liberation Organization was a revolutionary organization in exile, it accumulated billions of dollars in payoffs from Arab administrations to which it never had to account. Arafat used the funds to purchase both loyalty and security. Clearly, the Palestinian Authority must now answer to fastidious international donors and lenders want to know how their loans and grants are being spent and how the accounts are being reconciled (Dickey and Contreras 26).
