The following literature review examines factors that affect forest valuation from an ecological and land-use perspective. Valuation of forests varies greatly, depending on the country. In Europe, Japan, and the US, over half of all forest and wooded land is privately owned (Beuter and Alig, 2004). In contrast, a large portion of such land in Canada and Australia is publicly owned (Beuter and Alig, 2004). Not surprisingly, forestland valuation is more of an issue in countries where private forest ownership prevails. However, Beuter and Alig (2004) point out that it is important to understand that a forest is not owned in perpetuity. Rather what is owned is a "bundle of rights in the land that may or may not be transferable and that is subject to restriction by...power of the government" (Beuter and Alig, 2004, p. 4). In other words, unrestricted land use is a thing of the past throughout most of the world. These requirements put upon land use by state and civil authorities can seriously affect land valuation. For example, consider a 200 acre tract of mature timber that is valued at $2 million. These authors then suppose that a spotted owl is discovered nesting in the middle of this tract. According to the laws of this state, a 100 acre core area is immediately established around the next in which access is restricted and harvesting timber is prohibited (Beuter and Alig, 2004). Obviously, this greatly affects the valuation of the land. Another aspect of land use that can seriously affect land values is environmental contamination.
