Ecclesiastes nearly 3,000 years ago, "What has been will be again, what has been done will be done again; there is nothing new under the sun" (Ecclesiastes 1:9, NIV). This is true in both Europe and America, though in America the timeframe is contracted and gives a clearer view of King Solomons observation that there is, indeed, "nothing new under the sun." Siedentop (2001) addresses federalism in Europe, arguing that the EU must necessarily evolve into a federal constitutional republic, while at the same time advising that the entire current progress in Europe toward a federal constitutional republic slow down. Philosophy of Democracy Siedentop (2001) asks, "Where are our Madisons?" and states that "Our object should be to create a culture of consent in Europe. But if such a culture is difficult to achieve in a nation-state, how much more difficult it must be in a federal state on a continental scale!" (p. 45). Siedentop (2001) sees two dangers in this, one of which occurred in America as it was developing its republic and evolving into a cohesive nation arising from its original thirteen British colonies. That is that "the conflicts between and perhaps within nations will act as springboards to the transfer of power to the centre in Europe" (Siedentop, 2001; p. 25), such as also occurred in the process of Americas formation.
