The terrorist attack on U.S. soil prompted Congress to pass laws and acts to help root out terrorists to prevent further attacks and to protect homeland interests. Two of those acts were the USA Patriot Act and the Homeland Security Act. Part I - Patriot Act The Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (better known as the USA Patriot Act or simply the "Patriot Act") was passed by Congress in late October, 2001, in the immediate aftermath of 9/11. The Act was a Congressional maneuver in response to widespread public panic in the wake of 9/11 and, as such, involved a variety of rules and regulations with the goal of preventing terrorism against U.S. interests. The Patriot Acts purpose is "to deter and punish terrorist acts in the United States and around the world, to enhance law enforcement investigatory tools" and other things (USA Patriot Act, 2012). The Act strengthens the U.S. governments ability to examine terrorism financing and money laundering as well as allowing the government to closely examine financial accounts and/or international transactions that could be "susceptible to criminal abuse" (USA Patriot Act, 2012). But the Act involves more than financial protection - it considerably cuts down on law enforcement restrictions (such as use of electronic surveillance) to help deter terrorism. The Act also eroded barriers (at least in theory) between law enforcement organizations to help boost cooperation and sharing of information. ...
