As phrased in the lecture notes, the police officer is the "initial gatekeeper for criminal justice system cases" (p. 2). Business literature has discussed the "front line" employee in great detail over the past several years, for the purposes of reminding managers that it is their "front line" that has the greatest degree of direct contact with customers and that they should be trained to fill that function well. Certainly the same applies to the police officer, but as noted in the lecture material, there is a twist: "the highest degree of discretion is actually exercised by those who operate at the lowest level of the organizational hierarchy" (p. 2). The patrol officer is the first to respond to calls of all kinds; decide if charges will be filed; and decide what charges will be filed. Additionally, the police officer "also exercises adjudication and correctional skills" (p. 2) and keeps detainees secure. Broad Duties Detectives collect information for prosecutors, and patrol officers serve warrants on and arrest those that prosecutors pursue. Varela (1993), a police recruit trainer in Los Angeles, explicitly states the "basic law enforcement function is to respond to calls for service either as a patrol officer or as a desk officer and follow up investigations of crime. Everything else is in support of that function" (p. 22). Varelas (1993) comment perhaps is overstated - or oversimplified - given that it was made only two years after the Rodney King incident in 1991 and shortly after the conclusion of an investigation of the Los Angeles Police Department (LAPD) sparked by that incident.
