These movements, which included Agrarian Reform, Suffrage, Prohibition and Trade Unionization, were all a part of the transformation of the area. Writers like Nellie McClurg considered the interdependence of these movements and the significance of their activities on the newly shaping communities. At the same time, the opposition to these movements posed a threat to the safety and stability of the area. Though the overall significance of each individual movement can only be determined in relation to the changes that were enacted under the reform plan, the overall impact of all of these movements had significantly reshaped the Western prairie lifestyle in Canada by the early 1920s. II. Agrarian Reform Agrarian reform was based initially in the grain growers organizations and the creation of the Canadian Council of Agriculture in 1909, as means of organizing rural farmers.1 Though it was clear that initial organizations played a role in the agrarian revolt, there were also obvious "political, social and economic roots."2 The political roots of the revolt were two fold. There was definitive evidence that the farmers were seriously underrepresented in Parliament, and this caused the perception that government was acting against the farmers.3 But more significantly, tariff situations created an inequity between the farmers and the urban centers were trade occurred. The perception of many of the farmers was that they were paying for the higher tariffs while the politicians were creating legislation to support urban business expansion.
