                                                    and have stored hazardous or biohazardous products on site. Areas that have been used as waste sites, land fills and such offer a complicated problem to the utilization of the  
                                                
                                                    area once the refuse station has closed or reached capacity.  	Sites that are called Brownfields have to be returned to a useable and non-hazardous state before they can be  
                                                
                                                    used. Federal incentives have been extended through various brownfield programs which help developers to clean up the site and redevelop it into a more productive use. 	The brownfield programs benefit  
                                                
                                                    the communities where they are located in many ways. First, with the clean up of hazardous wastes comes an improvement in the impact on the natural resources of the community.  
                                                
                                                    Secondly, the new industry or utilization of the land creates more jobs and thus increases the economic situation of the town.  	For developers it is a win/win situation as  
                                                
                                                    well. Most of the older Brownfields are located near transport routes such as railroads, major highways, or airports. In addition, if a developer is revitalizing and cleaning up an existing  
                                                
                                                    factory setting, then many of the buildings can be recycled into the new building plan, thus saving the developer on building costs. This lessens the need for building permits, inspections,  
                                                
                                                    and often the town will offer developers tax incentives for the developing of the area because the areas are often eyesores for the city.  	Certain Brownfields are more difficult
