political environment due to the actions of our current president Bill Clinton is a concept which was first applied immediately after the Civil War over one-hundred and thirty-four years ago. It would be a concept which would come to the forefront of American thought again in the 1970s (Byrd, 1990a) and then again in the current presidential administration. So, we have one term and three men to whom it has been applied. We most certainly know who Bill Clinton is and what he represents, but who were those men who earlier in history raised the public ire to the point that impeachment would be entertained? The two men were Andrew Johnson and Richard Nixon. Both Johnson and Nixon had both lengthy and successful careers. Each had many accomplishments which would be offset on the pages of history by the actions which would raise the topic of impeachment. While Andrew Johnson served as President of the United States in the reconstruction years following the Civil War, Richard Nixon would serve over a hundred years later between 1968 and 1972 (Byrd, 1990a). Each man had a previous stint as Vice President, Johnson of course under Abraham Lincoln and Nixon under Dwight D. Eisenhower. Each man would be involved in the reconstruction of a country after a major war, Johnson in the United States after the Civil War and Nixon in Western Europe after World War II. Each man would, in his own way, be integrally involved in the welfare of blacks in the United States.
