governments that signed it to strive toward the creation of a world free of injustice (Anderson 8). Since the signing of the UDHR, there have been some advances, particularly noteworthy
is the victory over apartheid in South Africa. However, as Amnesty International makes clear in its published annual reports, for the vast majority of the worlds populations the UDHR is
little more than a "paper promise" (Anderson 8). The policies of Amnesty International (AI) are contributing to the fight for human rights on a number of fronts. Three
of the key issues to which AI policy is current directed are the rights to fair and just treatment under criminal justice codes; the rights of those seeking political asylum;
and the rights of women. On October of 1998, AI launched a worldwide campaign that focused on human rights abuses in the US (Maran 49). This came as something
of a shock to the American public who have grown accustomed to AI campaigns that target other countries. Nevertheless, the campaign, "Rights for All," added the US to a list
of countries against which it planned to conduct intensive public campaigns (Maran 49). The Rights of Those Incarcerated The main impetus behind this public policy decision by AI is
the fact that on October 14, 1998 a youthful offender, below the age of 18, was put to death in the US. The third such juvenile executed just in 1998,
all three of the executed offender were known to have a history of learning difficulties (Freer 1853). Their deaths were in direct violation of the international ban of the death
