evolution. Health care is considered by many to be one of the most challenging public policies arenas of the modern day.
The reason for this challenge relates to the dramatic changes health care has undergone in the last few decades. The evolution of health care delivery systems has had
a definite impact on health care in our country. Our nations health care has been impacted by a combination of our longer life spans and more and more elaborate
and expensive medical technology. This combination is largely positive but it has also resulted in stressed health care resources. Patients clamor for optimized care and the medical profession
and our political system struggle with how to provide for the most people without a sacrifice of the quality or equability of care. Insurance companies too find themselves not
just engaged in the struggle but, in fact, controlling the direction of the outcome in many instances. The rate with which
healthcare technology has evolved has coupled with demographic changes to result in an extremely taxed system. Palumbo (1988), for example, describes the evolution of hearth surgery as it has
unfolded. We have quickly transitioned from a society where there was little if any treatment for one of the most catastrophic health care conditions of our time to a
society where bypass surgery, open heart surgery, and indeed even heart transplants are an expected procedure. A similar evolution has occurred in practically every arena of healthcare. All
