Why does CTC needs funds? Like many companies, CTC was launching an expansion program, one that required a large amount of
capital resources. The plan involved reducing the time required to install telephone service, as well as expanding capabilities to provide state-of-the-hart high-tech capabilities from the telecommunications industry.
Chile was not known for its broad telecommunications network, ranking 12th out of 24 Latin American and Caribbean nations when it came to the extensiveness of its
network. Furthermore CTC, a state-owned enterprise, had a mediocre record when it came to customer service. Hundreds of thousands of potential customers had been waiting for service for years. In
1987, the Chilean government privatized CTC, putting the firm up for bid. The stipulation was that the winning bidder would modernize and improve the telecommunications network, while providing financial security
to those employees who would be let go through a potential reorganization. The winning bidder was Bond Co., an Australian company that paid
close to $115 for 151 million shares (approximately 35% of the company). As soon as the deal was closed, Bond Company worked to expand the firms operations, with the
plan to add 600,000 lines of service by late 1992. Bond also planned to install cellular service and paging services, develop a high-speed data transmission network, improve maintenance and replacement
programs and operate a nationwide network of fiber optic and satellite transmission links. But not everyone was on board with this - Bond
