lower Manhattan (Manning, 1995; Wilkens, 2000). Shortly after noon, at 12:18, there was an explosion in the World Trade Center complex. Engine Co. 10 and Ladder Co. 10 of the Fired Department of New York (FDNY) were located directly across the street from the complex (Manning, 1995). They felt the rumble. They responded to the incident on a verbal alarm, notifying dispatchers of the blast and that they were responding (Manning, 1995). The first responders were there within two minutes of the explosion (Miniter, 2003). It was only moments before FDNY dispatchers were flooded with calls (Manning, 1995). At first, everyone thought a transformer had exploded somewhere by the Vista Hotel (Manning, 1995). FDNY usually dispatches two engines, two trucks and a battalion chief to this kind of incident (Manning, 1995). However, on this day, due to the reports from first responders and the volume of calls dispatch was receiving, they sent out another engine company and a Rescue Company (Manning, 1995). Ultimately, the Fire Department would send out "84 engine companies, 60 truck companies, 28 battalion chiefs, 9 deputy chiefs, 5 rescue companies, and 26 other special units (representing nearly 45 percent of the on-duty staff of FDNY). The fire department units maintained a presence at the scene for 28 days" (Manning, 1995). Captain William Wilkens, now retired, (2000), Commanding Officer of the New York City Police Departments Aviation Unit, was off-duty that day (Wilkins, 2000). He thought it was going to be a quiet day for his unit because the weather was so bad He was driving to pick up his son for lunch when the reports started coming in over the radio that it was an explosion and not a transformer (Wilkins, 2000).
