Working class housing at the turn-of-the-century Britain reflected a conspicuous absence of civilized surroundings, with structures so decrepit and unappealing that those who were relegated to such living quarters were thought of as social fringe. In order to address this ever-mounting problem, Britain's central and local states took aim and applied the notion of modernism as a means by which to appease the working class.
