The Millennium Declaration was made, which has been defined by a set of 8 goals; the Millenium Development Goals (MDGs) aimed at cutting poverty in half by the year 2015 (UN Millennium Project, 2000). The first six goals seek to reduce the main key areas of poverty and target low income, hunger, education, gender inequality, maternal and chid mortality and pandemic disease exposure, the seventh goal looks at increasing environmental sustainability and the eight goal concerns the need for a global partnership for development (Banuri, 2005, UN Millennium Project, 2000). The aims of the of the MDGs are laudable and could be seen as representing a new commitment to the promotion of development. The Development of the MDGs has been backed up by an increased level of activity and measures such as the request for progress reports on each country, the use of monitoring and the creation of a group of experts; the UN Millennium Project, which has, as its head, one of the worlds most renowned economists; Jeffrey D Sachs and a further 265 development experts (Banuri, 2005). This is aimed at driving the project forwards to that the MDGs which are the cornerstone of the Millennium Declaration can be driven forward (Banuri, 2005). The UN appear to believe that this is a new commitment to reducing poverty and supporting development, the web site states; "the most comprehensive strategy ever put forward for combating global poverty, hunger and disease [...] a package of scores of specific cost-effective measures that together could cut extreme poverty in half and radically improve the lives of at least one billion people in poor developing countries by 2015" (UN Millennium Project, 2000).
