The Uniform Crime Reports (UCR) is one way they have of doing this. UCR is a two tiered system of classification utilized at the first tier for the more serious crimes such as homicide, manslaughter, robbery, rape, assault, burglary, larceny, and arson and at the second tier for non-violent crimes like prostitution, drug offenses, vandalism, weapon offenses and even loitering. It is a tool that in the past has greatly facilitated the statistical analysis of the types of crimes that are occurring around the nation and where they are occurring. It is important to emphasize, however, that NCR has as many shortcomings as it has benefits. Interestingly, UCR was first implemented in 1929 (Federal Bureau of Investigation). Today, of course, it has evolved from the antiquated system of recording all information by hand into a digitized system where information can not only be quickly and efficiently entered but also quickly and efficiently processed and accessed (Federal Bureau of Investigation). An estimated 17,000 law enforcement agencies around the nation report to UCR (Federal Bureau of Investigation).
