agreement limiting offensive missiles. D?tente was a controversial issue from the start. The Cold War had become a way of life for the United States, and such a radical turn from accepted beliefs drew a sharp reaction. The Nixon-Kissinger policy of d?tente seemed so unlikely, it was suspect -- treaties, agreements and understanding with the United States most powerful (and often difficult) adversary was anathema to most people -- but Nixon managed to convince the American people of its veracity ( Stout 1). "We cannot have the atmosphere of d?tente without the substance," Kissinger told the Soviets, "but it is equally clear that the substance of d?tente will disappear in an atmosphere of hostility" (Neal ix). In 1972, both the substance and the atmosphere improved almost at once. Moscow stopped launching its verbal attacks on the United States, and President Nixon stopped using anti-Communist verbiage in his speeches. Ostensibly, d?tente seemed to be accepted as the new way of life, especially among American businessmen. Considerable numbers of them went to Moscow in anticipation of the new trade treaty. Looking forward to trade with the USSR as well as a more stable international climate, American businesses supported the new policy with unbridled enthusiasm (Neal ix). One of the aims of d?tente was to build mutual trust and cooperation to the extent that the two sides could discuss their respective global interests in a business-like manner, and work out agreements to stop the expansion of either countrys armed forces (Neal ix). A severe test of d?tente came in the following October as war broke out once more between Israel and Arab nations.
