some parents want is to keep their rafts afloat." Most U.S parents and educators are aware of the volatility of "tracking" or "ability-grouping"
in the classroom. If they themselves have not experienced being divided into groups of "blue-bird readers" or "arithmetic lions" within an elementary classroom, their children have. Numerous programs
and "innovations" like honors courses, advanced placement, and class ranking extend this controversial practice to the school population at large. According to Navarette
(1995), tracking, ability-grouping, honors courses, GATE programs, advance-placement courses and class ranking have always served three purposes: the bureaucracy of the school hums along smoothly enough as students of supposedly
different abilities are taught at different levels; well-tracked students are made to feel special by teachers who recognize and acknowledge their skills; and those (well-tracked) students parents are allowed to
trust in the idea that their children, by being set aside and given unique educational experiences, will not fall through the cracks of the education system that has often not
provided those same students with adequate learning opportunities or challenges. As the fight to gain admission into elite universities becomes more and more
strenuous, and as the public elementary and secondary education system is perceived to be continually deteriorating, the idea of tracking and ability-grouping, once considered elitist have grown ever more popular.
