In looking at the scenario it is apparent that there is an abnormality with the pervious year. In the monthly figures for year 2001 the impact of September 11th had an impact, with the figures for the months immediately after this incident appearing to be much lower than the current year. In the year to date figures the disparity is not as clear, this is due to the months prior to Septembers not suffering an economic shock. Therefore the months January - August 2001 where more on target than occurred following the sudden drop. The figures for 2002 indicate that there has been some return to normality. However, there have been drops in the overall target. For example the year to date room occupancy appears to be 61.44% compared to 54.87% in 2001 and shows an overall 11% increase. However, the sales are still falling short on the budgeted figures, This may lead the individual to believe that the long term nature of September the 11th had not been appreciated, and whilst this may have been allowed for in the budgets it was not fully considered. This in itself may not be an indication of bad management, merely a lack of understanding in the nature of the problems. Therefore, the information was used, but the scale was not appreciated.
