primary education takes place at a key development stage and that although there has already been improvement, with Charles Clark claiming that the UK primary education is the best in the world, there is also the recognition for continued improvement of education. The strategy appears to be one of enrichment lead by school staff and recognising the important role teachers play in developing the curriculum that is taught and the way in which the lessons are presented and children are handled. To this end there are polices supported such as increased support for the school at the same time as increased autonomy. However this is considered the role of the primary teacher is of paramount importance, the support for additional areas of study such as foreign languages music and PE along with encouragement for the use of ICT for support tools to help the teacher, as well as helping teacher develop their professional abilities and work as effective teachers. The role of the effective primary teacher may be defined as "concerned with the setting up of a learning activity for each pupil which is successful in bringing about the type of learning the teacher intends" (Kyriacou, 1998). The curriculum for the main part of determined by the government, with targets such the literacy and a numericy skills goal, but the way it is delivered has flexibility. This also has to be delivered in an ethical and acceptable manner and the lesson being taught also has to have value in order to be classified as education (Matteson, 2004).
