multi-national corporation, Connecticuts Governor John G. Rowland and team owner Robert Kraft announced last November that they would build a $350 million stadium as part of a $1 billion waterfront
development for the city of Hartford in order to restore the city s major league image. Under the proposal, the Patriots would use the stadium rent-free for 30 years and
would take in revenues from ticket sales, concessions, luxury boxes and parking for NFL games. The state also will guarantee for the first 10 years that all the luxury seats
will be sold - a pledge that could cost the state $17.5 million a year for 10 years (Scarponi PG). At the time
the announcement was made, the agreement still needed to be presented to the Connecticut Legislature and National Football League owners before the become the fifth NFL team to switch their
home cities since 1995. (Eaton-Robb PG). In November, Governor Rowland and Kraft signed a letter of understanding and agreement granting the City of Hartford an exclusive right to make terms
with the football team until the end of the year. The agreement outlined in the memo obligated the Patriots to establish an escrow account of $2 million. The State
of Connecticut would be awarded those funds if the Patriots were to negotiate with anybody else, including their "home states" of Massachusetts and Rhode Island before the deadline. The
