Not only does this situation in the United States suggest a problem in terms of competition worldwide, but it also provides a sense of devastation and failure for individual students who cannot seem to learn. It allows gifted children to excel, and those with learning disabilities to attain resources, but it ignores the plight of the average, or struggling, student. Further, schools appear to be behind the times. As businesses plunge ahead with high technology, schools are left in the lurch, treading water to learn computer programing at the lowest levels of competence. Because of the many deficiencies in the school system, No Child Left Behind was introduced by the Bush administration. The No Child Left Behind (NCLB) Act is a new law that includes dictums related to the quality of teaching ("No Child," 2004). Such requirements challenge individual states to look at their particular teacher certification process to make sure that their public school teachers are capable of teaching in their content areas (2004). It further raises the standards for paraprofessionals, and has also created mechanisms in terms of tracking teachers and their qualifications (2004). While teacher qualification is something that many have paid attention to, and this is something that No Child Left Behind does, there are many critics of this area. Are teachers qualified? Does the new act put undue pressures on administrations that are just trying to educate youth in a troubled world?
