War thus became a means by which to enhance the citys appeal; it was by way of the First and Second Punic Wars that the Romans began to understand just how economically lucrative monarchy government can truly be.2 The First Triumvirate was made up of three powerful people; Caesar, Pompey and Crassus were the members of the coalition that was formed in order to further their careers in politics.3 While these men had significant power and unmatched prestige, they were met with opposition among members of the Optimate faction in the Senate.4 When Caesar was successfully elected to the consulship of 59 B.C., that meant one of the members of the Triumvirate was in a political office that would help the aim of the entire group. One of the first actions Caesar took was to introduce a bill to the Senate which would compensate Pompeys veterans, who had earlier been unsuccessful in the bid to obtain land for the veterans who had assisted him on his successful expedition in the East. Although this expedition had resulted in many new settlements and provisions along with the newly conquered territory, when Pompey had returned he found he did not have the assistance of the Optimates and his requests were opposed. Therefore, the fact that Caesar could first put a bill before the Senate to compensate the veterans was proof that the First Triumvirate could accomplish the purpose for which it was formed.5 Caesar was careful to not have any clauses within the bill which would offend the Optimates, just as he was careful not to include anything which would cause their disapproval.
