Most of the new entrants had incomes that were below the pre-May 2004 average, the impact has been an increase in the disparity that already existed (Anonymous, 2004). Before this there was large disparities with the ten wealthiest region in the EU having a GDP that was three times greater than the ten poorest regions of the EU1 Empirical evidence suggests that in the past membership of the EU has helped to stimulate trade and increase the economic welfare of a member state, even where there were some harsh measures required in the short term (Anonymous, 2004). The way in which the union operates there is a policy of aid the less wealthy countries. Transferring the resources of affluent areas to poorer areas policies have the target of achieving greater equality. There are many tools used, but one of the tools which is deemed to be effective is that of the structural funds. However when we look at new members, such as Poland, and their slow take up of the funds and the criticisms underlying the low take up rate, the effectiveness comes under question. Criticisms that have been off putting include the bureaucracy and complex rules, confusion over eligibility and a general lack o of information (Europe Intelligence Wire, 2004). Part of the reason for economic growth and the desire to join the EU has been the ability to make use of free trade and benefit fore the free movement of labour.
